The Whatcom County Planning & Development Services seeks a proven leader
for the role of Assistant Director. This important position is
responsible for planning and directing the efforts of staff within the
Planning Services Division, and the coordination of services with the
other divisions: Land Use and Building Services.
SUMMARY: Assists in the administration of the Planning and Development
Services Department. Responsible for planning, organizing, staffing,
directing and controlling the efforts of assigned staff. Works with
department work groups, outside agencies and community groups to
accomplish the work, mission, goals and vision of the Department and the
County. Represents Whatcom County by maintaining a professional approach
and demeanor in all activities. Acts on behalf of the Director, as
assigned. Ensures compliance with department/county policies and
procedures, collective bargaining agreements and legal requirements.
Manages assigned programs and staff in a manner that ensures expenditures
and revenues remain within budget guidelines. Develops relationships
with staff, other departments and individuals outside county government
that encourage participation, teamwork, and effective relationships and
use of resources. Supervises department management staff, Planning
Division staff and other staff, as assigned. Develops, directs and
coordinates services integration to include areas such as the County
Permit Center, capital facilities planning, economic development efforts,
technology, fleet, financial services including budgeting and grants, data
and records management, public information and outreach, safety programs,
employment processes, employee training, special projects, and employee
and labor relations.
QUALIFICATIONS: Requires a Master's degree in Planning, Public
Administration or a closely related field AND six years of progressively
responsible experience in project management in a planning environment,
financial management, budgeting, personnel management, records management,
grant administration and database design, integration and maintenance
INCLUDING three years of management experience.
SPECIAL REQUIREMENTS: Requires possession of or certification from the
American Institute of Certified Planners (AICP) within one year of
employment. Must have a driving record that meets County standards and
possess a valid driver's license at time of hire and throughout
employment. Background check must meet County criteria. Must obtain a
First Aid/CPR card within six (6) months of employment and maintain
throughout employment.
