Neighborhood Notes - Foxhall: 15 August 2001

Common sense has prevailed in the August 6 clarification by BZA of its GU Campus Plan for 2000-2010. This “order on reconsideration” was triggered by an April 11 written request by one of the neighborhood communities, supported within a month by other neighborhoods and GU raising additional “questions and concerns” about the March 29 Order.

The upshot is that BZA voted 3-2 to clarify five conditions of the order. Condition 1 now specifies that the order may expire before 2010 should the Zoning Commission issue a finding of good cause. Condition 14 directs the Registrar to maintain record of student license plates, to direct students to register vehicles in DC (or obtain reciprocity sticker if eligible), and to verify these with DMV.

Condition 15 clarifies confusion over whether 4,080 parking spaces is set as a ceiling or a floor by simply requiring GU to maintain parking inventory at 4,080 with no more than one percent of spaces to be taken out of service at any time.

Condition 18 allows for a 30-day period for neighborhood organizations that are party to the Order to give written feedback on the Campus Plan as revised per these conditions. GU has 90 days to prepare these revisions, and comments will be strictly limited to whether changes correctly and clearly reflect the order.

Condition 19 is newly added, to ensure compliance throughout the ten-year period of the campus plan by specifying that no future special exception application filing may be approved unless GU proves that it has consistently remained in substantial compliance with Conditions 1 through 18.

Hopefully GU will also update its website www.georgetown.edu/facilities/architect/cp2000.html to reflect the final campus plan, not just the January draft.
