Neighborhood Notes - Foxhall: January 12, 2000 Chief Ramsey's continuous improvement efforts have resulted in well-deserved promotions for two of MPD Second District's finest. Former Commander Shannon Cockett is now Assistant Chief for the Institute of Police Science, the formal training arm of MPD. We wish her well in bringing the same kind of energy to the whole city as I personally observed last summer in our "Partnership for Problem Solving" workshops. She was never afraid to stand up for our resident's rights in dealing with traffic problems that too often arose from lack of inter-departmental communication from DPW and DMV. Hopefully these other departments will start one-stop liaisons for neighborhood associations and ANC's, as DCRA now does with inspectors and MPD demonstrably achieves with community policing. Former Captain Anthony Poteat is now Commander at Fifth District, returning to the place where he had instituted such programs as DARE, GREAT and Orange Hat Patrols. This quiet giant of a man is great at electronic outreach to his neighborhood associations and ANC's - his replacement Captain Joel Maupin from MPD Communications has big shoes to fill. Captain Maupin for now oversees PSA 201-204, but 2D is scheduled to have a third captain soon, when their nine PSA's will be re-allocated. The new Second District Commander Peter Newsham presided over Second District's monthly Citizen's Advisory meeting, which happened to fall on the same day he learned of his promotion. He has a capable air about him and shares Shannon Cockett's frankness in not ducking responsibility for MPD problems.
