2009 Borger Refinery Gasoline Benzene Reduction
Responsible for post-HAZOP markup of P&IDS,
plus weekly updates to resolve PHA Action items: who assigned to, how to be
closed, date closed, and sign-offs. Also advised client control systems team on
the best methodology to best integrate EIV, SIL and HAZOP into consolidated PHA
action item list, with post-IFC action by refinery PSM team.
2008 ExxonMobil Odoptu First Stage Production
Vetted and contracted experienced facilitator for
FEED-stage P&IDs. Managed detailed Action Item closure process, involving
hard-copy evidence for resolution with P&ID markups; each “blue sheet”
signed by all HAZOP participants.
For business risk, worked closely with DNV on RAM analysis for N+1 needs for
power, re-injection and compressor.
2007 ADMA-OpCo
Habshan Alpha Platform
Oversaw “HSE impact Assessment” and “Quantitative
Risk Assessment" by ERM in the U.K. (with input from PHAST screening and RAM by DNV)
to complete the full Safety Case for Abu Dhabi approval, Directly managed the
HAZOP and SIL workshops ensuring their integration into the P&IDs, layout
and Fire/Gas detection and alarm systems.
2006 Giant
Yorktown Gasoline Desulphurization
Lead the in-house HAZOP review of SO2 removal
systems from S-Zorb process to ensure safe operation of highly corrosive
sulfite to sulfate and controlled discharge of neutralized solution to the Yorktown river. Also conducted a FlareNet study to ensure release of C3s/C4s from distillation
reflux failure didn’t put condensed liquids into the flare.
1997 Korea Gas LNG Design Staff Training
After a fatal explosion at an LNG vaporization
facility, KoGas arranged for Mobil Global HSE to have me train their supervisor
level engineers to understand codes and standards such as API, ASME and ASTM, rather
than apply by rote. High-level training included outlining how & when to
systematically conduct different types of hazard analysis.

Global HSE Best Practices Tools
As part of the GENIE initiative, reviewed HSE
software used throughout all Mobil divisions world-wide, and then we
standardized on software tools for each specific type of analysis e.g.
dispersion modeling, blast calculation, noise contours, hazard identification, hazard
and operability studies, fault-tree analysis, risk ranking, what-if scenarios.
1994 Pertamina
HSE Staff Training at MRDC
After 1990 Earth summit in Rio, Indonesian’s
President realized Pertamina had no Corporate HSE group, therefore no
company-wide consistent procedures, practices or training. Mobil was chosen as
the best operator in Indonesia, and was contracted to train 60 Pertamina staff
every six months. I taught them about hazard analysis methods and tools.

SynFuel Plant Projects Reviews
Post-startup process engineer projects included methanol
plant debottlenecking, adding high CO2 content pipeline, triple-redundant Triconex
on critical loops, and modifications to reformer steam / natural gas controls
during upsets. We subjected each project to formal fault-tree analysis, then
had them independently reviewed by Mobil experts.
